Duncan is 70 years old having been born in Chelmsford and living in Chelmer Village for 37 years .Previously been a city councillor for 28 years and Springfield parish councillor for 24 years before retiring From this role in 2019.He is now looking forward to helping set up the new Chelmer Parish Council.
